Before I can suggest how to repair these seats, I think you must remove the old seats to reveal what is beneath. Many of these "TACK ON" seats were used to avoid the trouble of replacing the original cane seat. If that is the case you may wish to return to that style, have you looked underneath to see if the cane holes would reveal this? But remove we must and then we will better know what is beneath the problem, who knows it may be prewoven cane, and no little holes would show anyway. The seat sounds like an unusual homemade make-shift job and who needs that?
If you find that the chair always had a cushion type seat then do that. If the seat was leather seat with embossed design, those can be purchased in real leather or a similar man-mabe (person-mabe) material. These can be stained and finished to look like leather, they are strong and do not cost a lot of money. As for the old holes, if there are not already two or three sets of them I will be surprised, this is an old chair, right? All in all if you must use the old holes that can be done. If you are of a mind, use the old seat as a pattern. Lay it over the new seat, having already cut to the same size, clamp to a board or bench top, and carefully poke an awl through the old holes, make them plenty big. The new tack heads will cover the hole, remove the old seat, toss it far far away and tack in the new seat using the old holes with their corresponding mates. Using a longer leg tack, line up a few on each side and tap them in a little, place all the others and not until you feel all are where they should be will you drive them home. Hope you're happy!
