If the roll top is made with slats glue to a duck backer you can just reglue the slat onto the backer use hide glue. If the chair is wobbly dissasemble it clean the joints and reglue it with hide glue. Mark the parts on the inside with chalk so that you can get them back together in the right order. The finish is probably lacquer and it has lost its plasticity. You can sometime rejuvenate it by useing a 50/50 mix of denatured alcohol and lacquer thinner. Apply it with a cotton cloth that is squeezed until it doesn't drip. Work in smal circles and watch to see what it is doing to the finish. When the finish is thoroughly wetted let it dry for 3-4 days then polish with 360 grit wet dry paper. You may then need to add more finish to get a sufficient build to protect the wood. Spray or brush a couple of coats of lacquer let dry for 3 days polish with 360 grit paper then 0000 steel wool.
