If the rust is light scrub the bed good with soap and water and remove the rust with a steel brush and or 360 grit wet/dry paper strip any paint and sand the entire bed with 360 grit wet/dry. Use automotive primer in red or gray for a base coat sand wet with 360 wet/dry then top coat with the color you want.
