It sounds as if the finish you used is failing. Try washing it down with mineral spirits and see if that will help. If that doesn't help youyou might try padding lightly wiht lacquer thinner. If this fails to help you are probably going to have to strip it and refinish again. I normally seal cedar with a wash coat of 3lb. sut shellac before applying a finish this helps keep the oils in the wood from softening the finish.
