Use alcohol to see if the paint is latex, a little light scrubbing will loosen latex, while oil base paint will not. If the last coat is oil base, then I would use oil base paint, after a good cleaning and a light sand with 150 grit sand paper. But oil base will not stick well to latex paint, so if the last coat is not oil base you can't use it over latex. Any water base paint in the bath must be a high grade paint and I would make it at least a semi gloss of higher sheen. The way to finish with a clear coat for out doors is with oil base spar varnish.
