It sounds like you may be describing the results of a shellac that has had years of oily, dirty, sweaty hands effecting the finish. Where, if no, has this dirt come from, was the floor the same and is now refinshed? As for the task of removing what ever is on the stair case, old shellac is my guess, a stripper would work much easier than sanding. The detain of the carving will not hold up well to sanding and the patina will be lost as well.
