Some shellac can be removed with vinegar, when applied over oil base paint, with no damage to the paint. Set the piece horizontal to allow the viengar the best saturation, lay paper towels on the surface and wet till soaked with white vinegar. After 30 minutes remove the paper towel and lightly scrub the shellac coat with a white scotchbrite pad or 0000 steel wool. Always tear a small spot out of sight first. Some of the finish will break up with your finger nail, but use caution not to scratch the paint. Dry off the surface to see how the paint is holding up as you proceed, if the vinegar is not strong enough, try adding about 10% denatured alcohol. Test this too, when done apply a good wax like Briwax, that is toluene free, and buff to a satin sheen.
