Shellac over Hand Painted side table

I have a side table from around 1920 that has a pasture scene hand painted onto the center of the drawer. I looks like over the years its alligatored and I could be wrong but at some point someone may have put a coat of shellac or varnish over it to protect it. How can I remove the alligatoring and not harm the painting? Thanks!
