If it is blood paint you should be able to wash the piece with mild soap and water without damaging the paint just don't soak it rinse and dry. The raised grain may recede once it is a climate controled environment, but if it doesn't there is little you can do without damaging the paint. The Scuffed and bare spots can be retouched by someone who is familiar with this type of finish it probably is something you would want to have a pro do. If you want to just clean it then paste wax it for a little gloss and protection of the bare spots that would be the prefered treatment.
