A good grade of stripper will remove the paint use a bondo scraper and scotch pads to remove softened paint. Aputty knife or steel wool may scratch the brass. The rust can be cleaned from the steel or iron parts with steel wool or a steel brush being careful not to scratch the brass, then prime the steel with automontive primer and lacquer or paint over it the color you want. The brass should be polised using brasso or a similar product then paste waxed or lacquered.
