Go easy on the water and not too hot - a little at a time and dry off with cotton cloth - the white could be residue - silicone or old wax polish - try rubbing over with bit of turps and then rewaxing - can bring good results. The best way to keep shellack clean is to use a wash leather only slightly damp. Shellack when in good condition shouldn't have or need any other polish put over it.
