If this is truly a 17th century piece DO NOT remove the finish. DO NOT attempt to repair it. Get it to a competent appraiser or restorer( hint they are not competent if they try to buy or refinish the piece) and have it appraised. You could cost yourself 75% of the value by heave it repaired or refinished.
