Restoring Painting on Furniture

I bought this old dresser and I am restoring it myself. There is a hand painting on the middle two drawers. This painting looks pale and dark. Is there a way to restore this painting? Is there a solution or chemical agent that I can wash with to restore its true colors? PLease answer me.
