You will need to use a stronger stripper, one with metholene chloride in it, if you have tried the wimpy 'safe' strippers they are for wimpy paint, as well. (i.e. laytex) The paint won't come out of leather, but you can put a leather colored paint over the leather. You could strip the leather, with a stripper and solvent rinse, and then if still intact, try a leather stain, coat with wax. A heat gun may be a good method for stripping the tin, as it will soften down to the metal and then a sawdust scrub will pick up the goo and clear out the details, a soft bristle scrub brush will help as well. Assume that the paint has lead in it and work in the out doors with a hepa filter mask when sanding and incase the paint should scortch from the heat gun.
