Sound like you are using a solvent base clear over a water based paint. If this is true then you never be able to make it not lift unless you lightly spray the acrylic varnish over the other. The color coat has to be thorughly cured (with heat is best) and then spray the clear almost dry and wait a long time between coats. Or you could use a water based clear over the color coat. Goldens Paint has the glaze clears.
