If the arms of your chandelier are broken you need a restorer who can reset them and bond with a high strength epoxy like Hxtal NYL. If your problems are with electrification, there are plenty of companies specializing in re-wiring etc. Identifying the manufacturer of your chandelier may be a problem. You can shop it around with photographs. The more common porcelain chandeliers are from the late 19th C. or perhaps the turn of the century with lots of modeled flowers and sometimes cherubs. The gilding is very brassy and highly reflective. These may be German or Italian.
