Hxtal would hold the arm and prisms but you may wish to have a professional conservator/restorer undertake the work for a couple of reasons. About the best you can do in purchasing Hxtal is a $30.00 60 gram kit. Measurments are critical by weight or by volume so you need a glass sryinge or very sensitive scales. Setting the break can be difficult as it must remain perfectly aligned and undisturbed for several days while the adhesive cures. If you mis-calculate any of the steps you are faced with problems of reversal and a more expensive professional repair. I understand that it would be a difficult prospect to ship an entire chandelier and the inherent risks but I would advise against attempting home repairs. Post your city and I will see if any able bodied restorer/conservator springs to mind. Hope that helps.
