I agree that this would be a smoking stand, the younger ones had a tin metal with a copper colored lacquer finish to appear to be brass. Caution is in order when polishing or stripping these surfaces as the lacquer is very easily scratched or softened from solvents. Try the library for a guide, also some antique dealers may have a collectors edition with dates and values. Or go to koves's.com it may be in there price listings.
