It may be that you used a water base stain that did not dry completely, or some moisture was in the wood or the air, to an excess. An old finish may cause this to occur as well, but it is not going to go a way, in my opinion. I prefer not to use this type of finish for this and other reasons too numerous to mention. You may need to remove the finish and replace it. If you insist on useing a poly type finish, select a coatings manufacrurer that has a complete line of products, and stay in that line. Follow the directions religiously.
