Oak Table Finishing

I am refinishing an old oak table. I have just completed the 3rd polyurethane coat on the table top. It has dried with an uneven look. I don't understand why it is doing this. The first 2 coats did the same thing. I sanded between coats (220 grit) and the poly looked even right after I applied it ( I used a sponge-brush applicator)...all three times. What am I doing wrong, and what can I do to fix it?
