Beth,
Just an opinion but if the oak filing cabinet is truly an antique you may not want to remove all the tarnish. One of the things that gives antiques their value is the patina or "age" of the piece. SOme antiques can be rendered almost worthless by simply removing the effects of age. Therefore, very few professional restorers would want the piece to look brand new. Brass, of course, is easy to allow to re-tarnish.
