It's odd that the frame would be just plaster ..usually they are wood carving covered in Gesso...a thin plaster used in gilding..there are many mediums available to do casting of this type...If you go to www.dickblick.com and search for casting materials you'll find several options...for the casting and the mold making...if you have to cast a portion of the frame thats intact..a hardening clay type material will definately be a good choice...silicones have to be poured and that's tough to do with a large piece...
