The white stuff may be residue from brass polish..use a stripper on the brass...let it sit and use a hard tooth brush to scrub it off...let the stripper do the work, it will liquify it if given enough time...then dry the brass the best you can, another clean dry toothbrush can help there, and wash with solvent..depending on the stripper, you can use lacquer thinner, Mineral spirits, WilBond, etc...then you can repolish the brass or just buff it with some 0000 steel wool for a softer brushed look..also be aware that some cheaper hardware can be brass plated on top of a cheaper "pot" metal...but if it is a really old piece you're plrabably dealing with solid brass which will restore very well...best of luck
