If it is indeed painted in some areas, then DON'T strip it...as that will all come off too. Take some mineral spirits on a rag and wipe it down...if it looks new again and clean while wet with the MS..then you can rejuvinate the existing finish successfully..you'll need to determine what type of finish you're dealing with, and then you can clean carefully, wet sand if needed with 600-800 silicon carbide (wet/dry) paper and then recoat, rub down and wax....
