Unload the piece. Turn it on it's back and try the tambour, if that doesn't work then turn it on it's top and try the tambour. As odd as this may sound it has often worked for me. As a last resort look at the back of the cabinet and determine as to whether or not the back can be removed giving you access to the tambour. Typically it ends up being a design flaw. Good luck.
