Hi Belinda, I apologize that no one apparently answered your previous posting, but I'm glad to hear you proceeded on the project and were successful. If you browse through the index, you will find a lot of information to answer most of your questions. The wheels are probably iron, and I would start with a wire brushing to remove all the loose scale and rust and then you can treat the rust with a chemical that will chemically stabilize it like Extend, or just prime with a rusty metal primer and then paint with an enamel.It would be ideal to remove the wheels for the this restoration.hope this helps, if not then post back and we'll try to help further.best of luck
