Check with a magnet to see if the metal is steel or iron with a plate of brass. The safe thing is to start with a paint thinner and soft rag to see if the dirt and any rust will loosen easily. Then you won't harm the finish. A photo would be nice and then I could tell if the color is part of the original design and weather you are removing an antique patina. Many old metal finishes can be destroyed with little effort so a pic. would be a good idea to see what you have first. You wouldn't want to destroy a valuable collectable with brass polish, and that does happen from time to time.
