to bleach, or not to bleach?

Hi, i have just removed an old shellac finish from a chair i am refinishing. The stain underneath is uneven and blotchy. I am new to this, and have a feeling from the books I have read that I should bleach the old stain out of the piece and then restain? If i bleach, what is the best way to do this? I have tried clorox to no avail. Hardly touched it. I have read about peroxide or oxalic acid. Can anyone give me advise on how to proceed? All and any input much apreciated...thanks Simon.
