I am guessing that it's a vinyl covering on the chairs....typical of that era..a good upholsterer should be able to steer you in the direction of a supplier for the material...or do the job for you...several companies make repro retro materials for just such a need....it might cost a little $ though...and you might not fing the exact pattern
