I would definately not mess with trying to prep the existing paint to accept new paint...just bite the bullet and strip it..you'll be much happier with the results. Also, just a plug here for your local stripper....I have found more and more recently I can justify letting my local flow over stripping place deal with this task...keeps me healthier, the shop cleaner, and usually doesn't cost much more that doing it yourself...that's not always the case, but sometime driving over and getting the quote helps me easily decide...but sometimes the P.I.A. factor is worth it...(For those of you who don't know..P.I.A.= Pain In The Ass )...make sure they are hand stripping though in a tray...NOT TANK STRIPPING....unless it's a door or something..I had two interior doors done a few weeks ago..and it cost $125 each...I back charged the customer and added $50 for the drive...they would have easily taken me 3-4 hours to do both sides + materials..cleanup,exposure to chemicals,etc...well worth it....and I agree...fix the legs.
