China cabinet

I recently became owner of a late 1880's china cabinet that is in bad shape cosmetically. It has been painted white 2 or 3 times. The paint is cracked and peeling. There are about two layers of white paint pealing off. So where do I begin. Should I scrap all the paint off and re-paint the entire cabinet? Or do I just try to scrap off the top layers of paint? There is also a couple legs that have pieces broken off of the ends and therefore makes the cabinet unable to stand upright. Is it okay to cut the legs all the same size? Feedback would be greatly appreciated!! :0) kelly
