re-attach brass

I'm the same person writing about the 100 year old harp and this is about the harp too. On the top of the column there is a brass crown, with a scalloped edge. Three of the scallops were already fractured when we bought it. One of them broke off without much notice and I wouldn't be surprised if the other two join it. What can I use to attach the scallop back to the crown? And is there something I can apply to the backside (or inside) the crown to reinforce the edge so no others will break off? Thanks.
