Cleaning metal

Thanks to you guys for helping this novice refinish the old Sellers Hoosier cabinet. It looks pretty darn good if I do say so myself. I have the original sliding work counter and it is covered with a metal sheet (not original) that might be tin or zinc or some combination. It's kinda beat up, but overall pretty good condition. It has paint droppings and other globs of stuff on it. What's best way to clean and possibly restore to somewhat original? Chemicals? #0000 steel wool? Sanding with metal grit? Thanks in advance.
