restoring antique metal lamp base

I recently found a beautiful old lamp base in a barn. From what I have been told it was probably in there for at least twenty years although I think it's from the art deco period. It has rusted some over the years as well as lost most of the original plating. I have heard you can use naval jelly to remove rust. Is that correct? Once the rust is taken care of what can I do about the missing finish? The base is a very intricate fillagree pattern with lots of nooks and crannys to get into.Any help would be greatly appreciated.
