oak table

The oak table that I have is probably over 150 years old. The pedestal attaches to the table top with screws which are way too old and rusty to consider servicable. Not only that, it is almost impossible to return them to their original holes. The biggest problem that I have is that I don't seem to be able to penetrate the wood with a drill or new screws. The wood seems to be almost "petrified." The top sits precariously on top of the base and I would like to attach it permanently. Does anyone have any suggestions?
