But the dresser was completely repainted with the dark brown paint. When I say its not sticking, I mean it LOOKS good, but as soon as a fingernail or anything gets near it, the paint scratches off, especially in the areas where the drawers rub against the surface.

Now that its been repainted, I suppose I need to completely strip the brown paint off, right? Do I assume that stripping the brown paint will also take the first coat of paint off?
