removing tar-like substance on desk top

Hello! I am restoring an antique mahogany desk--when I purchased it, it had a contact paper top. When I stripped that off, I found a black, tar-like (stretchy, rubbery) substance underneath, that is 1/8-1/4 inches thick, and under that, burlap (?). The desk has a raised edge, and I am thinking that it must have originally been a leather top. I am trying to remove that black "stuff", and having a very difficult time. I've tried stripper, scraping.

I know that I probably need to remove all of it before I can reinstall a leather top (I read the archives), but I don't know what to use that will penetrate it. PLEASE HELP--I'd appreciate any ideas!
