Household amonia will remove shellac and clean down the remains to a bare board. Mop it on and scrub it with the floor buffer and a steel wool pad. Vacuum up after a mop and rinse, no more shellac. Allow to dry, resand with a 3M scrubbing pad. I am no big fan of the water based finishes, check them out well, have shown to turn white.
