I would not paint the original paper rush if the original shellac and sepia tone stain was in good shape. You can clean with a shoe shine brush and naptha, restain the bare spots with dark walnut oil stain. Wipe off all excess stain and allow to dry 48 hours befor re shellacing the entire chair, then buff with 0000 steel wool. If you must paint any wicker (or rush) use an oil base primer and spray paint, avoid too heavy of an application. Never use laytex (too soft), or any brushed on finishes on wicker as it creates so haevy a coat that it crouds the weave and makes the material more brittle.
