Your description suggests to me that someone has tried to hide some bad spots or rust with a brass spray paint. I think, if you are careful, and use a soft clean cotton rag, you may be able to remove the coating with a lacquer thinner solvent as a stripper and still have the patina that was present befor the coating was put on. If this is the case and you are able to preserve the patina, continue over the entire bed with lacquer thinner, fresh air being required, and then coat all with a clear brass lacquer to prevent more darkening of the brass.
