I'd start with a good washdown with turps or mineral spirits and plenty of rags. When you say it's "dry", it sounds like the finish is almost none existent, and if it's actually black then you might have more serious damage than just grime. Oak has tannins in it that react with moisture, (especially a certain type of moisture...one that's yellow..if you get me drift..), and if the woods been affected by that it's more of a job to restore the natural color.
