crackle medium

I need a recipe for crackle that looks like it has peeled and bubbled. Has anyone heard of mixing compound joint mixture with vinegar or something similar. I saw a piece of furniture that the finish on it had a crackle where the spaces between the cracks looked raised and have a bubble appearance. One other thing; you cannot see the base coat, it looks painted over once crackled, the cracks just show. Thanks so much for any help
