The growth is mold or mildew, and is pretty common. A damp sponge will take off most of the surface residue. Clean it outdoors to keep the spores out of the house.

Second alternative might be to use alcohol to kill off the mold (don't use bleach, obviously.)

Third option would be to go to a store that sells tack for horses and get one of their products designed to clean the leather and kill mold. Test it first on a small, inconspicuous spot to see what it does to the finish, but I doubt it will hurt it. Military leather gear is basically the same kind of keather as harness leather.
