If the tung oil has dried hard, you may have to take some fine steel wool to it to smooth it out, or even apply the next coat with a ScotchBrite pad...if you leave the tung oil on too long before wiping off it can get sticky, and will wipe off unevenly.Just add more and wipe it down if it starts to get sticky..but 10-15 mins should be fine to leave it before wiping..
