Yes it is NEW England SORRY, the point is that the windows are not on the exterior as you thought, and the powder post beetle may be emerging away from the painted areas if it is a dense paint layer. I just think it strance that the wood is deteriating while in doors with no new moisture present. Was the paint put over already rotted wood? Did he paint them himself, does he know what the wood condition was befor the paint was applied? Somthing seems strange about these circumstances.
