Paint-over restoration

I have an 50+ year-old beer serving tray that was painted over and used as a planter tray. The previous owner removed 85% of the paint but at the time of sale he couldn't remember what he used. He patiently applied (the now forgotten) paint remover to small areas briefly, then removed the overpaint (perhaps a combintation of rubbing and using his fingernail) and wiped away the excess, so as not to damage the underlying design. For what he uncovered, he did it well, but I would like to finish it for home display.

Suggestions?
