When you say rough, do you mean the finish has become rough, or is it the wood showing through? Has it become worse since you tried to remove the stain? If the problem is in the finish you can smooth with 320 grit open coat sand paper and recoat with fresh shellac, be sure to remove all sanding dust before finishing. A few coats with sanding in between should clear up the blush, if one coat does not help then stop here. You may need to strip and refinish the top, or live with it. I am uncertain as to the source of the problem. If you have any luck let me know what happens, I may be able to give better advice then.
