Water/bleach? stain on stripped hoosier cabinet

My in-laws gave us an old hoosier cabinet that they had "dipped" in order to strip. One side has lighter stains - not quite white, but significantly lighter than the surrounding areas. Has this been bleached? What can we do to even these areas up to match the surrounding wood. They are not just in bands of wood but appear at irregular intervals in irregular shapes with some bleeding with the grain. Would like to finish this a natural wood but hubby is thinking we need to repaint! Any help would be appreciated.
