stabilizing plaster picture frames

I bought a large picture frame that has a 'carved' plaster look. It is chipping in the corners which for me adds to the old look charm. However, I don't want it to chip anymore. How can I stabilize the plaster to keep from chipping anymore? Can I 'paint' some glue on then paint it the color I want? What kind of 'glue' can I use?

What kind of paint do I use? Is latex satin finish going to be ok? Thanks for your help.
