The best way to remove the rust is to wire brush it. A steel or brass drill attachment is the quickest and easiest way. You can then seal the metal with when you polyurethane your trunk. Or you can just paint it black with rustoleum. Your trunk will decrease in value if you do this, but sometimes it's the only way if the metal is corroded.
